Workforce Outlook: 68% of companies plan to maintain or increase headcount over the next six months.
Capital Investment: 81% are either holding steady or reducing investments, with technology and digital transformation as top priorities for those still investing.
Office Strategy: 27% of businesses have reduced their office footprint in the past year, driven by cost savings and hybrid work adoption.
Budget Adjustments: 65% of respondents are cutting spending across three or more categories, including travel, marketing, and employee perks.
In July 2025, the Greater Boston Chamber of Commerce conducted a survey to better understand how businesses across our region are responding to evolving economic conditions. With input from 145 business leaders across industries and company sizes, this edition of The Pulse of Greater Boston Business series offers a timely snapshot of how economic headwinds are shaping decisions around hiring, investment, real estate, supply chains, and budgeting.
Hiring activity over the past six months has been mixed:
Looking ahead, 68% plan to maintain or increase headcount, while 23% anticipate reductions. These figures reflect a cautious but resilient approach to workforce planning.
When asked about salary adjustments in the past year:
